Steel market activity in northern Europe is still very weak and there is no sign of an upturn in demand in the near term. Ex-mill selling values dropped again in November. Stockists and end-users remain reluctant to carry any more inventory than is absolutely necessary. However, prices are believed to be close to the bottom of the current cycle. Indeed, several mills have proposed increased basis figures.
Order tonnages have decreased in recent weeks in most countries in the region. Delivery lead times for strip mill products are short. Wholesalers and service centres have low inventory levels. Some customers are fixing deals for shipments in the first quarter of 2013 - suggesting that they anticipate rising prices. The MEPS Nordic Average Transaction Price for cold rolled coil decreased by 3.4 percent, this month.
Hot rolled plate prices remain under downward pressure but are thought to be close to bottoming out. Selling figures for commodity grade plates have dropped more than those for strip mill products. The MEPS Nordic Average Transaction Price for hot rolled commercial grade plate dropped by nearly 4 percent, in November. Higher specification plates are under less negative price pressure.
Transaction values for long products have fallen less dramatically than those for flat products. A recent upturn in scrap costs reduced the drop in prices for structural steels. There are a number of ongoing infrastructure and construction projects but demand, generally, is poor. Some rollings have been postponed owing to a lack of orders. Delivery lead times for certain items have, therefore, stretched. Steelmakers from Eastern Europe continue to offer material at competitive figures.

US stainless steel imports rise in first eight months
According to the Specialty Steel Industry of North America (SSINA), the US’s imports of stainless steel sheets and strips totaled 320,160 short tons in the first eight months of this year, increasing by 11.9% year on year.
In the given period of time, the country’s consumption of stainless steel sheets and strips increased by 5.8% to 1.16 million short tons, making an import percentage of 27.5%, rising by 1.5 percentage points year on year.
In the first eight months of this year, the US’s imports of stainless steel plates jumped by 30.9% to reach 160,194 short tons and the consumption rose by 22.3% to 305,897 short tons, bring the import penetration to rise by 3.5 percentage points to 52.4%.
Besides, the country’s imports of stainless steel bars totaled 103,590 short tons year to date through August, up by 6.1% and the consumption totaled 181,067 short tons, increasing by 0.9%. Accordingly, the import penetration rose by 2.8% percentage points to 57.2%.
Meanwhile, the US imported 21,436 short tons of stainless rods in the first eight months of this year, rising by 9.3%; however, the consumption decreased by 3.8% to 50,096 short tons, making the import penetration rise by 5.1 percentage points to 42.8%.
In addition, the country’s imports of stainless steel wire rose by 4.6% to 33,070 short tons in the given period of time while the consumption dropped by 1.7% to 40,515 short tons, making the import penetration rise by 4.9 percentage points to 81.6%.

There is very little activity at present in an EU market that is oversupplied for today’s subdued level of demand. Economic weakness has caused consumption to shrink. Basis values have continued to soften over the last month as buyers stay away because they remain unconvinced that the bottom has been reached. This is despite claims by some steelmakers that increases of up to €40 per tonne must be applied to cover production costs.
Sales volumes are expected to improve at the start of 2013 because customers traditionally begin rebuilding stocks during this period. As a result, MEPS predicts an uptick in selling figures in the first quarter. Anticipated improvements in the supply/demand balance, together with rises in raw material costs, should also support higher prices.
